An Independent Commission fined Chelsea Football Club £10.75 million for breaching Premier League rules on financial reporting, third-party investment, and youth development during Roman Abramovich's ownership between 2011 and 2018. The club received an immediate nine-month academy transfer ban and a one-year first-team transfer ban suspended for two years. Chelsea self-reported the issues under new ownership and fully accepted the sanctions following the investigation.
