Technically, that's what it means. You can borrow stock, sell it and buy it back at a later date and pocket the difference. Assuming the price drops.
Dangote cement is a perfect candidate for this.

Seems like you are very knowledgeable about this, thanks for sharing your knowledge. I have only tried to short-sell stocks on the United States Stock market, not on the Nigerian stock exchange, but I will try it with a some change and see how the goes. I like to test drive investments.
